Tom Hucker currently serves as a Senior Consultant to the U.S. Department of Energy’s Loan Programs Office (LPO), working with state and local officials across the nation to identify clean energy projects and to establish new State Energy Financing Institutions. Tom also works closely with private applicants to access LPO financing for projects involving renewables, clean fuels, industrial decarbonization, and EV infrastructure.

Previously, Tom served as a lawmaker in the Maryland General Assembly for eight years, where he authored over 40 state laws, including Maryland’s original mandate for offshore wind energy purchasing, as well as laws to reduce Chesapeake Bay contamination, expand child care, and to prohibit mercury and arsenic pollution.

Tom also served for eight years on the Montgomery County (Maryland) Council, where he was elected by his colleagues to serve as President of the County Council and the Board of Health, There, he provided oversight for a $6B annual budget for a county of 1+ million residents and led successful efforts that authorized community solar, expanded public transit and transit-oriented development, and removed lead from drinking water.

Tom currently serves on Maryland’s State Commission that oversees rail, bus and paratransit for the Washington region, and served for four years on the Board of Directors of the Metropolitan Washington Council of Governments. He lives in Silver Spring, MD with his wife and two sons.
