Todd is the Chief Operating Officer of Winner Water Services Inc. (WWS) based in Sharon, Pennsylvania. Over the past 25 years, Todd has led multidisciplinary technical teams to solve complicated process problems in mining, oil and gas, and industrial applications. WWS has served as prime and subrecipient of multiple Department of Energy (DOE) and Department of Defense (DoD) programs that led to designing, constructing, and operating a rare earth pilot plant that produced kilogram quantities of high-purity rare earth oxides.
In addition to rare earth elements, Todd’s professional focus has been circular economies of commodity products, using secondary sources as the primary material input. He has developed and demonstrated process solutions to extract and recover cations and anions of interest from various waste streams, including acid mine drainage and oil and gas brines. WWS continues to consult in broad areas of water treatment and metal and mineral recovery, with a specialized focus on designing solvent extraction circuits to economically meet the needs of our clients.
WWS’s current rare earth element focus is completing a DOE FEED study to advance the deployment of our technology and produce one mtpd of rare earth oxide from coal ash, aiding in the establishment of domestic supply chains while rejuvenating local economies.
