Over the past year, Puerto Rico has pioneered a virtual power plant (VPP) program and has seen immediate results through improved grid reliability and reduced brownouts. Through investments such as DOE’s $3 Billion partial loan guarantee for Project Hestia and the Grid Deployment Office’s $450 million to spread through funding opportunities for residential rooftop solar and battery storage installments, the mechanisms for growth are in place. In this session, we will hear lessons learned from those who made this possible: regulators, utilities, power aggregators, and investors. We will explore how Puerto Rico’s experience can inform VPPs everywhere — community-driven solutions that build resilience and provide power to the people who need it most.
