Josh leads the Policy Team for SWTCH, a leader in end-to-end EV charging solutions for multi-tenant properties. In this role, Josh works with his colleagues to inform and shape the legislative and regulatory landscape for EV charging. Among the Policy Team’s priorities are support for incentives to expand EV charging—especially for underserved sectors such as multifamily housing; software-based managed charging to save customers money and benefit the grid; EV infrastructure standards in building codes to reduce installation costs; and clean fuel standards to incentivize transportation decarbonization.
Josh served in similar policy roles at Greenlots (now Shell Recharge Solutions), SemaConnect (now Blink), and the Business Network for Offshore Wind (now Oceantic). Josh’s prior public sector experience includes serving as mayor of Annapolis, Maryland, and as deputy administrator of the USDA’s Rural Utilities Service (RUS). Based in Maryland, Josh has an M.S. in Energy Policy and Climate from Johns Hopkins University and a B.A. in Economics from the University of Maryland.
