Elizabeth Bellis Wolfe is a Senior Consultant to the U.S. Department of Energy’s Loan Programs Office, where she coordinates outreach and business development for state supported and virtual power plant transactions and serves as a deal captain for the origination division. Elizabeth co-authored LPO’s VPP Liftoff Report and led the development of Sunnova’s $3B Project Hestia guarantee.
Previously, she worked as a tax equity attorney at Wilson Sonsini Goodrich & Rosati, and she began her career in the tax department of Debevoise & Plimpton in New York. Elizabeth has also previously served as Vice President at the New York Green Bank, a division of the New York State Energy Research & Development Authority (NYSERDA). As Director at the non-profit Center for Energy Poverty & Climate (f/k/a Energy Programs Consortium), Elizabeth worked on numerous foundation-funded initiatives, including one that became the NY Green Bank’s first investment. She also previously served as an energy finance technical assistance provider for state and local governments on behalf of the U.S. Department of Energy through Lawrence Berkeley Laboratory, authoring various publications on green bonds and Qualified Energy Conservation Bonds (QECBs), one of which was referenced by the New York Times.
Elizabeth holds a law degree from Harvard Law School and a bachelor’s from the University of Chicago.
